With regard to Ricin, while Ricin is an unlikely weapon of mass destruction, the potential for bio-weapons to appear any time and be delivered through the mail just as they were in 2001 is very real. This is yet another reason why Congress must act to fully fund Project BioShield and ensure the tremendous work of BARDA/HHS over the last 11 years is not lost."
