Mr. Diaz became mayor in 2001 to position Miami as an international city embodying diversity, economic opportunity and capital investment, service from government, and good quality of life.Wall Street has improved Miami's bond rating from junk in 1996 to A+ in 2004. A recent survey shows 62 percent of Miami's neighborhoods are above average in cleanliness. In 2004 the Manhattan Institute named Mr. Diaz Urban Innovator of the Year.
