U.S. Fifth Circuit Appeals Court
Mr. Garza appears on the Bush administrationís short list of potential Hispanic nominees for the Supreme Court. The former Marine Corps captain joined the federal judiciary in 1988, when President Ronald Reagan nominated him to replace William Sessions, who became director of the FBI. A study of judicial decisions by Judicature magazine found that Mr. Garza leaned conservative 70 percent of the time.
