Mr. Cortes serves on Pennsylvania Gov. Ed Rendellís executive board and administers the Department of State, a $105-million-a-year state agency. He is the first Hispanic confirmed to a cabinet position in the Commonwealth of Pennsylvania. Previously, Mr. Cortes was executive director of the Pennsylvania Governorís Advisory Commission on Latino Affairs, where he made recommendations on policies, procedures, and legislation to enhance the status of the stateís Hispanic community.
