Mr. Franco is a principal adviser on U.S. foreign aid in the Latin American and Caribbean regions. His responsibilities include the supervision of 16 missions in the Western Hemisphere. Before joining the Agency for International Development, Mr. Franco served as counsel to the majority on the House International Relations Committee.
