Ms. Carbonell supervises the federal government’s policy development and planning for services to older people and their caregivers. Earlier, she was CEO of Little Havana Activities and Nutrition Centers in southern Florida, which grew to become the largest Hispanic geriatric health and human service organization in the nation, serving 55,000 clients through 21 facilities.
