Overseeing more than 1 million soldiers, 250,000 civilian employees, and a budget of $70 billion, Louis Caldera is one of the highest-ranking Hispanics in the federal government. He also chairs the Panama Canal Commission, the group charged with turning over the Canal Zone to the government of Panama. Earlier, he was a spokesman for the the Clinton Administrationís policy on Kosovo and the Balkans.
