Ms. Carbonell is the highest-ranking Hispanic appointee in the Department of Health and Human Services. Previously, she served as president of Little Havana Activities and Nutrition Center in Miami, which she started in 1972. One of the largest aging and health projects in Florida, LHANC serves more than 55,000 clients and has more than 500 volunteers.
