Solicitation Number: CEN-14-INT-0001 Justification and Approval Statutory Authority: FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Targeted Contract Award Date on or before: September 28, 2014 Synopsis: The U.S. Census Bureau intends to award a Sole Source Time and Materials Type contract to Fenestra Technologies Corporation, 50 Carroll Creek Way, #250, Frederick, MD, 21701-7103, United States. This sole source contract is to continue developing the Surveyor software, which is a downloadable instrument respondents can use to report questionnaire data to the U.S. Census Bureau electronically, and the Generalized Instrument Design System (GIDS) software, which utilizes metadata content from a central general-purpose metadata repository to layout customized questionnaires for both traditional paper and electronic surveys. The purpose of this requirement is also to provide consultation on the Surveyor and GIDS software, source code, and source code documentation for problem solving and knowledge transfer to enable support of equivalent software development being performed by the U.S. Census Bureau in the future. The Base Period of Performance is September 28, 2014 through September 27, 2015, and three (3) - one year Option Periods. The statutory authority permitting other than full and open competition is FAR 6.302-1(a)(2) - Only one responsible source. Award to any other source other than Fenestra Technologies Corporation would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Interested organizations may submit their capability statements and qualifications for the provision of this requirement. The capability statement shall be in sufficient enough detail, but not exceed 15 pages, so that the Government can determine the experience and capability of your firm to fulfill the requirement above. Your capability statement should include references. Responses must be received no later than 5:00 PM Eastern Time on September 17, 2014. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. This is a Notice of Intent, not a solicitation.
