The Centers for Medicare & Medicaid Services (CMS) intends to execute a contract modification to contract HHSM-500-2014-00191C with Accenture Federal Services LLC (AFS) to extend the contract from January 11, 2015 through July 10, 2015. CMS requires this extension in order to award the ongoing competitive procurement for the continuation of these services (RFP 141542FFM) which CMS expects to award in February 2015. The contract provides information technology systems development services for the Federally Facilitated Marketplace (FFM) website application. The FFM provides the information technology infrastructure that is intended to provide legislative compliance with the major provisions of the Patient Protection and Affordable Care Act of 2010 (Public Law 111-148) as amended by the Health Care and Education Reconciliation Act of 2010 (Public Law 111-152), referred to collectively as the Affordable Care Act. Additionally, the next open enrollment period for ACA health insurance will be from November 2014 through February 2015. This period has proven to be a period of high stress on the ACA IT systems (as millions of citizens visit the website), such as the FFM, and CMS believes it is therefore an inappropriate time to potentially transition the systems maintenance to a new provider during that timeframe and that the extension is warranted. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
