The U.S. Food and Drug Administration(FDA) Center for Veterinary Medicine Office of Research, Laurel, MD has a requirement for seeks 12 mobile devices able to analyze DNA against a reference database for matching of found DNA sequences to verified DNA sequences of known origin. This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 13.1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This synopsis is to notify contractors that the government intends to issue a purchase order in accordance with FAR Subpart 13.5 for the following, under simplified acquisition procedures. The request for quote number is FDA-SOL-14-1138395. This is a Request for Quotes. Provisions and clauses in effect through Federal Acquisition Circular 05-76 are incorporated into this request. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The provisions and clauses may be accessed in full text at www.acquisition.gov/far. The NAICS code is 541511 Custom Computer Programming Services. The size standard is $27.5 million. The location is Silver Spring, Maryland. The period of performance is 09/30/2014 - 09/29/2015 minimum and may be more depending on licenses. This solicitation is Brand Name of Equal in accordance with FAR 52.211-6 Brand Name or Equal. The Brand Name or Equal product is the University of Guelph's Lifescanner Application. FDA will evaluate quotations on a lowest price technically acceptable basis. FDA anticipates that this contract will be firm fixed price. An RFQ is attached to this solicitation containing salient characteristics, terms and conditions and instructions. Please review the documents carefully. Questions regarding these documents should be submitted to the Contract Specialist, in writing via email to Jacob.ohatnick@fda.hhs.gov, no later than 3:00 PM Eastern Time, September 3, 2014. FDA will answer the questions it receives and send a complete list of questions and answers to all firms that received the RFQ by September 5, 2014FDA will not answer questions asked via telephone or submitted to any FDA official other than the Contract Specialist. Final quotes are due to the Contract Specialist no later than 3:00 PM Eastern Time on September 8th, 2014 at 3:00 Eastern Time.
