Provision of National Finance Management / PPP Specialist.

Prequalification are invited for Provision of National Finance Management / PPP Specialist. Scope of Work : Cities Development Initiative for Asia (CDIA). The Asian Development Bank (ADB), the German Ministry for Economic Cooperation and Development (BMZ), the Swedish International Development Cooperation Agency (Sida), The Governments of Austria and Switzerland established the CDIA in 2007 as a regional technical assistance project development facility. It is designed to support cities develop infrastructure investment programs, prepare bankable urban infrastructure projects and secure financing for their projects through international financing institutions. The long-term aim of the CDIA is to contribute to the promotion of sustainable and pro-poor urban development, leading to improved environmental and living conditions for all in Asian cities. The Initiative supports identification and pre-structuring of appropriate projects and building management capacity of medium size cities with focus on cities with populations from approximately 250,000 up to five million. In these cities, CDIA supports the implementation of existing city development strategies or comprehensive development plans for socially, economically and environmentally equitable and sustainable infrastructure and urban services that emphasize one or more of the following impact areas: (i) urban environmental improvement; (ii) urban poverty reduction; (iii) climate change mitigation or adaptation; and (iv) good urban governance. Bhopal City development plan : BMC has prepared number of strategies and plans for regulating urban development and provision of services to the citizens under JNNURM, the city has prepared a City Development Plan (CDP) and Comprehensive Mobility Plan (CMP) and has proposed various plans for implementation in five years period, which has been approved by the council. BMC is also implemented key national projects of JNNURM and RAY along with donor funded projects of ADB and DFID. The strategic plans are used as guidelines to draw various proposals such as water supply, sewerage improvement system, solid waste management and urban transport to validate and improve the quality of life in BMC through projects and programmes. The city also prepares annual plans guided by the city budgets which are approved by the council every year. Objective and Purpose of the Assignment Bhopal City is the capital of the Indian state of Madhya Pradesh and the administrative headquarters of Bhopal District and Bhopal Division. Bhopal has an average elevation of 500 metres; it is located in the central part of India and is just north of the upper limit of the Vindhya mountain ranges. The administration of Bhopal city is handled by Bhopal Municipal Corporation (BMC) and the area under BMC is 285 km2 and the city is divided into 70 wards and 14 zones.
