August 25, 2014

By Ryan D. Wilson, Clay Center Dispatch, Kan.

Aug. 25--This morning, at 7 a.m., the USD-379 school board approved the 2014-15 budget as published in the Aug. 12, Dispatch, with a total mill leve of 44.604, a decrease of 0.24 mills from last year, and two ballot questions for the proposed school bond.

No comments were made on the budget at this morning's budget hearing.

The two questions called for a election of school bonds to be put forth before voters during the Nov. general elections, which are:

Question A: "Shall Unified School District No. 379, Clay County, Kansas (Clay Center) (the "District"), issue general obligation bonds in an amount not to exceed $7,760,000 to pay the estimated total costs and related expenses to construct, renovate, improve, equip, furnish, repair, remodel and update certain District education and sports facilities in Clay Center, Kansas, and Wakefield, Kansas, including, but not limited to, constructing a new tornado shelter; providing roofing, lighting, flooring, window and doorway replacements; providing certain high school auditorium improvements; providing new and upgraded air conditioning and heating systems for gymnasiums; constructing additional parking facilities; improving track and softball facilities; undertaking necessary site work and demolition work; and, all other things necessary and incidental thereto; all pursuant to the provisions of K.S.A. 10-101 et. seq., as amended, K.S.A. 25-2018(f) and K.S.A. 72-6761?"

Question B: "Shall Unified School District No. 379, Clay County, Kansas (Clay Center) (the "District"), issue general obligation bonds in an amount not to exceed $2,000,000 to pay the estimated total costs and related expenses to acquire, construct, equip, furnish, a multi-use sports complex adjacent to the Clay Center Community High School in Clay Center, Kansas, including, but not limited to, constructing a new grandstand, press box, restrooms and concession structure, acquiring and installing a new artificial turf field and associated lighting, undertaking necessary site work and demolition work, and all other things necessary and incidental thereto; all pursuant to the provisions of K.S.A. 10-101 et. seq., as amended, K.S.A. 25-2018(f) and K.S.A. 72-6761?"

While the question does not specifically identify what would be done with Unruh Stadium, the intent is for the new facility east of the high school proposed in Question B to replace the old WPA stadium near Huntress Park.
