Programme d Appui a` l Exe´cution nationale du PIC III (Programme of Support to the National Implementation of PIC III)

Budget total: 204 309 000 EUR SEN / 030 program has two components: Volume 1 deals with the support of national execution itself; it cuts across four programs PIC III and aims deepening mechanisms for transferring responsibilities and resources to the national party; Volume 2 is more specifically devoted to strengthening national implementation in the area of ??water and sanitation and improving governance. Volume 1 of the Support Programme for National Execution (PAEX) mainly concerns the description and implementation of the National Execution via the Consolidated Investment Budget (BCI), agreed by Luxembourg Cooperation and the Government of Senegal. It provides for greater transfer mechanisms responsibilities and resources to the field of intervention nationale.Le part of SEN / 030 cover capacity building of national institutions for planning, implementation monitoring and control , budgetary accounting and financial activities necessary to achieve bilateral sectoral programs PIC III. In the area of ??public finance management, the Government of Senegal is implementing the Plan last fiscal and financial reform (PRBF) approved in 2009. It extends existing efforts previously to improve the management of public finances. The PRBF covers six dimensions of performance evaluation framework for public financial management (PEFA): fiscal credibility comprehensiveness and transparency budgeting based on national policies, predictability and control of budget execution, accounting, recording information and financial reports, monitoring and external audits. Economic and Monetary Union of West Africa (UEMOA), the European Union (EU), International Monetary Fund (IMF), World Bank, African Development Bank and the French Development Agency are the main partners supporting the reform. Volume 2 The water governance in Senegal is an important issue in the national context, particularly for monitoring the quality of water resources and their use. Issues of specific policies have been defined strategic directions as follows: for the management of the Ministry of Water and Sanitation (MHA): Building capacity for good governance, planning and monitoring / evaluation of policies and programs; for hydraulics: (i) ensuring integrated and efficient management of water resources for the lasting satisfaction of needs for all purposes and (ii) to promote universal access to safe drinking water through the building infrastructure to ensure the continuity of public service; Sanitation: promote good management of wastewater, excreta and rainwater. The objective of the water and sanitation component is to help build organizational capacity and management of hydraulic and sanitation sector in the eight regions of the Zone of operational Concentration (ZCO) for improving and sustaining water and sanitation services in rural populations.
