The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to enter into a sole source firm fixed price contract (7-month base period with six 1-year option periods) pursuant to the authority of 10 United States Code 2304 (c)(1), Only one responsible source due to the proprietary nature of the system. The incumbent and intended sole source receipient is Boeing Service Company, 3373 Breckin Ridge Blvd, Richardson TX 75062-3511. The requiring activity for this service is Headquarters Air Mobility Command (AMC). AMC's Senior Leader Command Control Communications System - Airborne (SLC3S-A) Broadband Aero Mobile Satellite Services (AMSS) is an airborne broadband satellite communications service that provides communication connectivity for United States (U.S.) Senior Leaders when traveling on AMC's VC-25, C-32A, C-17, and C-40B Aircraft Fleet and the Air Combat Command E-4B Fleet. Services will include: (1) the capacity (bandwidth) to receive and transmit secure and non-secure voice, data, and video teleconferencing services; (2) the ability to receive Contiguous U.S. broadcast television; (3) connectivity back to U.S. Government ground stations/teleport facilities; (4) 24-hour Boeing Network Operations Center and engineering support; (5) regulatory licensing for use of the system; (6) software upgrades; and (7) access to Boeing's Broadband Satellite Network Web Portal.
