Pursuant to Federal Acquisition Regulation (FAR) 6.302-1 and 5.207, this is a notice of intent to award a firm-fixed price contract to Assured Information Systems Ltd. in the amount of $110,000.00 for services to modify the existing PV Works tool to enable electronic reporting of experiences by licensed feed manufacturers pursuant to 21 C.F.R. [Section] 510.301 in accordance with the attached Statement of Work. Award will be made in accordance with FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements using Simplified Acquisition Procedures per FAR Part 13. This requirement is being awarded to Assured Information Systems Ltd. on the following basis: (1) the source code of PV Works requires modification to enable the electronic reporting functionality; (2) Assured Information Systems Ltd. is the owner and sole developer of the PV Works software; and (3) Assured Information Systems Ltd. Is the only vendor with access to the source code for PV Works as the source code is the intellectual property of the company.

The period of performance shall be for a period of twelve (12) months from the date of award. The place of performance will primarily take place at the contactor's facility. The North American Industrial Classification System (NAICS) code is 541511, and the small business size standard is $25.5M.

It is anticipated that award will be made on or about September 13, 2014. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement, proposal, or quotation within fifteen (15) days after the publication of this synopsis which shall be considered by the agency. Responses received after 15 days or without the required information may not be considered. A determination by the Government not to compete as a result of information received is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
