International Consultant to Provide Training on Auto-Control and HACCP Procedures for Inspectors and Companies Producing Food

Expressions of Interest for International Consultant to Provide Training on Auto-Control and HACCP Procedures for Inspectors and Companies Producing Food of Non Animal Origin. The Republic of Moldova has received financing from the World Bank towardthe cost of the Moldova Agricultural CompetitivenessProject, and intends to apply partof the proceeds for consultingservices. The Consultant shall provide the following consulting services ("theServices"): u Consultancy services in assessment of the current legislation related to supervision of units producing food non animalorigin. u Development of guidelines for implementation of generaIhygiene requirements for food ofnon-animalorigin. u Development of instructions for implementation of HACCPbased procedures in entities processing food of non-animalorigin. ii Development of procedures for registration of entities producing food of non-animal origin, u Development of control sheets for implementation of HACCP based principles by entities processing food of non-animalorigin. u Based on HACCP implementation in such entities, identification of training needs and conducting of trainings in relevantentities (that produce food of non-animal origin) for veterinarians at the central level and those in productionentities. The Consolidated Agricultural Projects% Management Unit on behalf of Ministry ofAgriculture and Food Industry now invites eligible individual consultants ("Consultants") toindicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they havethe required qualifications and relevant experience to perform the Services. The ConsultanI shall meet the following qualification requirements: Post-graduate degree in veterinary medicine, food science, equivalent professional experience andactivities related to food safely lor at least 5 years in the last 10 years: Expert in food safety; Excellent communication skills and team work experience; Excellent knowledge of English (knowledge of Romanian and Russian shall be anasset); Experience in: At least 10 years ofprofessional involvement in agricultural, veterinary or agro-food sector; Projects and grants offered by the World Bank or theEU; Training forthe staffin the international context, not only in the home country; Developing inspectionsheets; Developing and implementing HACCP andpreparing self-control plans. The assignmentis planned to start in the 4th trimester 2014. The assignment shall continue until December31, 2015, and total time input will be of 50 working days over this period with possible extension as requested by projectbenefieiaries. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank%s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 ("Consultant Guidelines"), setting forth theWorld Bank%s policy on conflict of interest.
