This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The proposed contract is for the renewal of Maple Network Floating Licenses. The Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), pursuant to the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR Subpart 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Mission Installation Contracting Command - West Point on behalf of the United States Military Academy (USMA) West Point Information & Educational Technology Division (IETD) intends to award sole source, firm fixed price contract to Waterloo Maple, Inc., 615 Kumpf Drive, Waterloo, ON N2V 1K8, for the Maple Network Floating Licenses Renewal. The annual quantity is for 200 users. The periods of coverage is 15 August 2014 through 14 August 2015 with two option periods of 15 August 2015 through 14 August 2016, and 15 August 2016 through 14 August 2017. The anticipated North American Industry Classification System (NAICS) Code is 511210 Software Publishers with a Small Business Size Standard of $35.5 million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to meet all aspects of the requirement. Responses should be addressed to Contract Specialist, Ms. Mitchelle Labady via email at mitchelle.labady@usma.edu no later than the response date and time of 12:00 PM EDT on Thursday, 21 August 2014. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
