Naval Air Systems Command

The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N00019-12-G-0006 to the Bell Boeing Joint Program Office on an "other than full and open" competitive basis to implement the Traffic Collision Avoidance System (TCAS) for MV-22 Osprey aircraft. This effort would include the engineering, integration, qualification, airworthiness substantiation, and flight test demonstration necessary to implement the TCAS system in an effort to avoid encountering near mid-air collisions during major flight operations. This delivery order would include the Non-Recurring Engineering (NRE) based on the existing TCAS system incorporated into production CV-22 aircraft as well as the TCAS Risk Reduction effort underway on MV-22 prototype aircraft. This effort incorporates TCAS into production MV-22 and into already delivered MV-22 aircraft via forced retrofit. The delivery order would also include base and option year procurement of all retrofit kit material required to construct and install the MV-22 Osprey TCAS retrofit kits. Bell-Boeing is the only company who possesses the unique engineering data, technical skills, established tooling, support equipment, facilities and requisite knowledge of the design, fabrication, and production of the V-22 aircraft required to perform these efforts.
