SOLICITATION F3Q3AH206A003 is issued as a request for quotation (RFQ) This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as Request for Quote (RFQ) No. F3Q3AH206A003.

This solicitation will be solicited under Other Than Full and Open Competition.

SMALL BUSINESS SIZE STANDARD: (a) NAICS: 511210 (b) Dollars: $38.5M

Requirement:

The purchase of SolarWinds Network Configuration Manager DL3000, SolarWinds Network Performance Monitor SL250, SolarWinds NetFlow Traffic Analyzer Module, SolarWinds Network Configuration Manager DL100 and SolarWinds Engineer's Toolset; in accordance with attached product description. Period of Performance: 12 months plus three (3) option years to extend the term of the service.

Justification for Sole Source: DLT Solutions is the only Provider listed under ESI BPA N00104-13-A-ZF42 as the approved provider of SolarWinds products for ordering by all DoD Components, including the Office of the Secretary of Defense (OSD), the Military Departments, the Chairman of the Joint Chiefs of Staff, the Unified Combatant Commands, the Inspector General of the Department of Defense (DoD IG), the Defense Agencies, the DoD Field Activities, the U. S. Coast Guard, NATO, the Intelligence Community and FMS with a Letter of Authorization. GSA or other applicable ordering organizations/agencies are authorized to place orders under the BPA on behalf of DoD end users and must comply with DFARS 208.7400.

Price(s) should be FOB Destination (Robins AFB GA 31098). In addition to price and delivery, quote should include your cage code, DUNS number, and taxpayer ID number. Requested delivery date is 30 days ARO or earlier.

Quotations should be emailed to Fontana Durkin at fontana.durkin@us.af.mil no later than 26 Aug 2014, 4:00 pm EST. The anticipated award date is 20 Sept 2014. Please do not request award status prior to this date.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
