This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is D14PS00607 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 511120 with a small business size standard of 500.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-08-29 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Place of Performance. This constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.a. This solicitation, D14PS00607, is issued as a request for quote (RFQ) and includes all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-76.

b. This solicitation is being issued under NAICS Code 511120, 50 employees.

c. This solicitation document, D14PS00607, provides all the necessary information to respond to this notice.

The electronic application must be user-friendly and sophisticated enough to provide ONRR:

-Historical and current tariffs and price reports for a particular route or routes. -Distance and rate information. -Detailed facts about the rate or type of rate, such as rate changes, discounts provided, and normal pipeline pressure.

The electronic subscription application must create maps that will provide a picture of the type of pipelines and rates from point to point.

Because compliance reviews and most audits are performed 2 to 3 years after the sales months and the Royalty Simplification and Fairness Act of 1996 allows ONRR to review royalty payments 7 years back, the computer application must provide historical oil transportation rates and data back 7 years.
