Provision of PPP- Public-Private Partnerships Expert.

Prequalification are invited for Provision of PPP- Public-Private Partnerships Expert. Objective and Purpose of the Assignment : The Asian Development Bank (ADB) is supporting the Government of India (Gol) in mainstreaming Public Private Partnerships (PPP%s) across the country with several technical assistance (TA) programs. Several initiatives are being undertaken both at the PPP Cells, the executing agency level (Department of Economic Affairs, DEA) as well as at ADB%s PPP unit in New Delhi. These include capacity building tasks, project development, and sector policy development amongst others. The key objectives of the assignment are:- 1. to assist the PPP Focal Point in India and the DEA PPP Cell in undertaking some of the pilot projects being undertaken under this TA. 2. to assist DEA PPP Cell in carrying out its PPP mandate; and 3. to handhold pilot projects being structured in specific Line Ministries and States, provide early assistance for project ideas along with creating a pipeline of new projects for the Ministry or State to replicate, help manage and monitor ongoing PPP projects. Scope of Work : The position of PPP Expert is designed to provide comprehensive (i) Pilot Projects Management and (ii) assist DEA PPP Cell and the Line Ministry/State PPP cell, on the basis of the experience so far with the ADB/DEA PPP initiative activities. While working under the overall guidance and supervision of ADB and DEA, the consultant may be twinned and possibly stationed in particular Line Ministries or States, depending on the need as assessed by ADB and DEA.
