NASA/GSFC plans to issue an Invitation for Bids (IFB) for upgrades to the North Island Electrical system at Wallops Flight Facility (WFF), Wallops Island, Virginia. The requirement is for the construction and installation of electrical and communications infrastructure; consisting of, but not limited to, the installation of a raceway and medium voltage cable system; open cut, particularly around connection points; supplying pathway for fiber optics to include conduit, manholes, enclosures, or LAN closet work; installation of SF6 switchgear and transformers; and providing overcurrent protection via substation breakers with surge arresters. The project will be comprised of elevated manholes and directionally bored conduit. Experience in horizontal directional boring and medium voltage utility class electrical construction is required. This acquisition will result in a single fixed price construction contract. The order of magnitude for the procurement is $1,000,000 to $5,000,000 and the effort shall be completed within 52 weeks after notice to proceed. A bid guarantee, performance bond and payment bond will be required. The NAICS Code and small business size standard for this procurement are 237130 and $33.5M, respectively. The subcontracting goals established for this procurement are as follows: Total Small Business 8%, Small Disadvantaged Business 2.5%, Women Owned Small Business 1.5%, Historically Black College or University/Minority Institution 0.5%, HubZone Small Business 1%, Veteran Owned Small Business 1%, and Service Disabled Veteran Owned Small Business 0.5%. This is a new procurement. It does not replace an existing contract. No prior contract information exists. This notice is the pre-solicitation synopsis to the sources sought notice posted under number 4200517542 on June 24, 2014. The anticipated release date of the IFB is on or about September 2, 2014 with an anticipated offer closing date of on or about October 1, 2014. The firm date for receipt of bids or proposals will be stated in the IFB. This acquisition will be solicited inviting full and open competition. All responsible sources may submit a bid which will be considered by the agency. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Offerors can view and/or download the solicitation and any attachments via FedBizOpps when it becomes available. No telephone requests or collect calls will be accepted. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit will be held. Time and location will be stated in the IFB. No provision in this notice in any way obligates the Government to pay any bid preparation costs. All contractual and technical questions must be submitted in writing.
