The U.S. Geological Survey intends to negotiate on a non-competitive basis with Sitka Technology Group for an Indefinite Delivery/Indefinite Quantity contract for the design, development, and test of software in support of the Pacific Northwest Aquatic Monitoring Program (PNAMP). Sitka developed the web tools and currently hosts the tools on its servers. Award to any other source would require bringing that contractor up to speed and cause a loss of continuity in the program.Other interested concerns having the ability to furnish this or compatible equipment may submit a statement no later than August 6, 2014 providing documentation that demonstrates understanding of PNAMP and the capability to meet the Governments requirements. The Government intends to award this in accordance with the procedures of FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. As required by FAR 5.101(a)(1), the forthcoming solicitation, G14PS00446, will be made available through the GPE on or about August 8, 2014 whether or not competitive opportunities have been identified.
