The U.S. Department of Energy (DOE), Office of Electricity Delivery and Energy Reliability (OE) developed a mobile application to provide helpful information and assistance to the public, energy response stakeholders, utility emergency responders as well as federal, state, local government agencies. DOE designed a mobile application that uses geolocation data to find gas stations with fuel and powered pumps, load power outage maps from appropriate utility companies, and to allow users to use the camera on their phone to take photos of downed power lines and share them with utility companies.The vendor shall provide software as a service (SaaS) to DOE. The Vendor shall provide access to location-based social media monitoring tools and resources that can be used during natural disasters, catastrophic events, or other energy response events to identify the location of downed power lines. This vendor will be required to provide the services only upon activation.

Oral Presentations are mandatory and will be held August 11 and 12.

Volume I (Offer and Other Documents), Volume II (Technical Proposal) and Volume III (Price Proposal) materials shall be received through FedConnect NO LATER THAN 3:00 P.M. on August 8, 2014.
