THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. The purpose of this RFI is to conduct market research for a proposed Learning Management System (LMS) solution using the features stated in the attached (PC-14-RFI-002). All responses must be submitted in accordance with the instructions provided in the attached.

This RFI is issued solely for informational, market research, and planning purposes only and is not to be construed as a commitment by the Government for any actual procurement. It does not constitute a Request for Proposal or Quote (RFP/Q) or a promise to issue an RFP/Q in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Peace Corps is not at this time seeking proposals/quotes, and will not accept unsolicited proposals/quotes.

Participation in this RFI is strictly voluntary. Respondents are advised that the United States (US) Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense.

Responses to the RFI will not be returned. Please be advised that all submissions become Government property. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations.

Responses to this notice are not offers and cannot be accepted by the Peace Corps to form a binding contract. Although the term "offeror" may be used in this RFI, all responses will be treated as information only and shall not be used as a proposal/quote.

Not responding to this RFI does not preclude participation in any future RFP/Q, if any is/are issued.

It is the responsibility of the interested parties to monitor the Federal Business Opportunities site (www.fbo.gov) for additional information pertaining to this RFI.
