Broadcasting, production and editing of a total of 10 daily radio broadcast from each of the 15 radio stations in the VRAEM and the city of Cusco; 10 daily radio Spots, including broadcasts from each of the 13 radio stations in the UHV; production of 20 radio spots with the flexibility of recording in either Castellano (Spanish) and/or Quecha and to change the transmitted message at any time (with approved radio messages) during the duration of this contract; lastly all taxes are included. These broadcasts will occur over the course of one year. They will be broadcasted in the Upper Huallaga Valley (UHV) and Valley of the Rivers Apurimac, Ene and Mantaro (VRAEM). This acquisition is subject to the availability of funds in accordance with FAR Clause 52.232-18. The award will be based on Lowest Priced Offer considering past performance Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from FedBizOpps - website: The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 15 August 2014. SAM/FBO Registration: Potential Offerors MUST register at in order to receive notification and/or changes to this solicitation. All contractors MUST be registered in the System for Award Management database or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Peru the Offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, quote mark Authorization to Perform quote mark - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, quote mark Permits and Responsibilities quote mark - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
