W91248-14-T-0025 Respond by: 13:00 pm, CST on 10 July 2014 NAICS: 811213 FSC: D304 Mission and Installation Contracting Command - Installation Contracting Office (MICC-ICO), Fort Campbell, KY, has a requirement for Base Year Plus Four (4) Option Years Telephone Conference Bridge Maintenance. The Government intends to enter into a firm-fixed-price contract with Forum Communication International, 1223 N. Glenville Drive, Richardson, TX 75081. The procurement will be conducted on a sole source basis in accordance with the statutory authority of FAR 13.106-1 (b)(1) which states, quote mark For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization). quote mark The basis for restricting competition is existing equipment (Digital Telephone Switching System (5ESS)) is manufactured by Lucent Technologies. All current 5ESS and Metropolis DMX systems are covered under a 5 year maintenance agreement with LGS. Forum Communications International is the only authorized company to perform maintenance on the system. Therefore, for compatibility reasons and to ensure requested equipment is properly provisioned, integrated and engineered with existing network without violation of the maintenance agreement, Forum Communication International is the only authorized company capable of fulfilling the requirement. Also, any other company besides Forum Communication International will violate LGS engineering guidelines resulting in jeopardizing warranty and maintenance agreement of existing equipment thereby placing the network at risk of failure. NAICS code for this procurement is 811213 and the small business size standard is $10.0M. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with Precision Products. Responses are due by Thursday, 10 July 2014, 1300 hours (1:00 PM (CST).
