Prequalification are invited for Provision of National Research Support Consultant - Socio-economic and Gender Expert. Objective and Purpose of the Assignment : 1. Project Description: ADB approved a loan for Chhattisgarh Irrigation Development Project (CIDP), India on 29 March 2005 amounting to $46.1 million which was closed on original closing date of 31 March 2013. The project objective was to improve irrigation services, enhance agricultural practices, and strengthen water resources management to increase agriculture productivity in selected areas of Chhattisgarh through (i) more effective management and operation and maintenance (O&M) of the irrigation systems by the Water Resources Department (WRD) and water users associations (WUAs); (ii) rehabilitation and upgradation (R&U) of minor and medium irrigation systems; and (iii) introduction of improved agricultural practices. A piggy backed capacity development TA amounting to $2.6 million financed by DFID and ADB to support components for participatory irrigation management (PIM) and agricultural support services was also approved in September 2005 coterminous with loan closure on 31 March 2013. 2. Impact and Outcome: Project impact included enhanced rural livelihoods and reduced rural poverty through improved irrigation service delivery and agricultural practices, and strengthened water resources management. The outcome was effective management and O&M of irrigation systems; and improved agricultural practices, increased yields and expanded area of rabi (dry season) cropping. 3. Output: The outputs of CIDP were (i) Institutional strengthening and capacity development for WRD (ii) improved institutional framework and capacity development for WUAs, (iii) rehabilitation & upgradation (R&U) of existing irrigation systems to improve performance and (iv) improved capacity and willingness of farmers to engage in rabi cropping and diversified farming in irrigation systems. 4. Implementation arrangements: WRD who has the mandate for planning, implementing, and operating irrigation schemes in Chhattisgarh was the Executing Agency. A project management unit was established within WRD at Raipur for overall responsibility for management and coordination of all project activities including recruitment of consultants. 5. Broad achievement: In Chhattisgarh, PIM was new, WUAs were weak, farmers are poor (and many are tribal), irrigation efficiency and crop yields were at very low levels (CIDP baseline surveys reported 2.8t/ha), rabi diversified cropping was at negligible level. Therefore, a novel strategy of intensive intervention program (IIP) through a handholding approach instead of relying on formal classroom training, was adopted. Capacity building was linked with collective action in agriculture interventions, including water management and agricultural input-output marketing managed by WUAs ( experiential capacity building ).
