Prior Information Notice: Support to water and renewable energy projects in africa through microfinance - pamiga This TA Operation is launched in the context of EIB s potential investment in a fund to on-lend to micro-finance institutions in rural Africa, and ultimately providing micro-loans for solar energy, irrigation and drinking water technologies. The overall objective of the TA Operation is to reinforce the technical expertise needed for the Fund s investment strategy to be successful especially with regard to MFIs capacity (1) to assess the appropriateness of the technology financed for a specific client segment; (2) to comply with EIB s standards, in particular in terms of procurement and of environmental and social risk management; (3) and to monitor and report on the impact of their financing activities for this particular loan portfolio. The activities will include support to MFIs for the establishment of non-exclusive contractual agreements with local technology providers; capacity building of MFIs, clients and local technology installers/technicians on the benefits, use and maintenance of each type of technology; monitoring and assessment of the implementation of the energy and water lending programmes. The core team will consist of 2 energy experts, a water and irrigation specialist and a water supply expert, who will be supported by short-term experts in the following fields: environmental and social monitoring, evaluation, procurement, training.
