Intent to Sole Source. The Department of Treasury'sBureau of the Fiscal Service, on behalf of the Treasury Inspector General for Tax Administration (TIGTA), intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(1), with Qualtrax, Incorporated, 105 Industrial Drive, Christiansburg, VA 24073 for Qualtrax Accreditation Software, Implementation and Training. The contract will be issued for a base year, and four option periods. Qualtrax software is exclusively produced, supported, and distributed by Qualtrax, Incorporated and is only available for purchase directly from Qualtrax, Incorporated located in Christiansburg, Virgina. Qualtrax is the only software currently installed at the Federal, State and County level for International Organization for Standardization (ISO) compliance within Forensics market.

NO SOLICITATION IS AVAILABLE. A request for more information will not be considered an affirmative response. Telephone inquires will not be accepted.

RESPONSES. Responses are due on July 11, 2014 by 12:00pm EST. Responses shall be submitted to, Attention J. Board/T. Ayers.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer.

All electronic materials and attachments submitted shall be formatted in accordance with the Bureau of the Fiscal Service's Security Requirements. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be opened:

.bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, html, mhtml, and .zip files

The Government does not allow 3rd party messaging systems/secure mail.

Microsoft Office non-macro enabled compatible documents are acceptable. If the interested vendor determines that other formats are necessary, it is the interested vendor's responsibility to verify with Fiscal Service that those formats are acceptable.
