The Federal Highway Administration (FHWA) has a requirement to conduct an analysis of the website, Federal-aid Essentials for Local Public Agencies ( []), and to provide an updated design of the website to enrich the initial layout, usability, and functionality of the website. It is anticipated that the resulting award will be a Firm-Fixed-Price (FFP) Purchase Order, and will be set aside for a small businesses pursuant to FAR Part 13. As indicated in the Request for Quote (RFQ), your firm's quotation must be submitted via the RFP EZ System* and received by no later than 11:59 p.m., Eastern Standard Time, on Monday, July 14, 2014 or sooner.

*NOTE: This solicitation is being posted on the White House Pilot Program website for small businesses, RFP EZ, and can be accessed at the following location: All quotations must be submitted via the RFP EZ bid page on the RFP EZ website.

In addition to being posted on RFP EZ, and as required by FAR Part 5, the solicitation, all related documents and amendments, if any, will also be released and available electronically through the Government-wide Point of Entry (GPE), Federal Business Opportunities at No written, telephonic, facsimile or email requests for the solicitation package will be honored. Interested parties are encouraged to register at both FBO and RFP EZ to receive procurement announcements by email. Since the solicitation will only be available electronically, it is solely the responsibility of interested parties to monitor the listed websites for the solicitation and all related documents and amendments, if any. All responsible small businesses are encouraged to submit an offer.
