Good governance and aid effectiveness - component iii

Progress and Results Achieved In 2012-2013, there were three sub-projects active within this component: the Mekong Private Sector Development Facility Phase III-with the International Finance Corporation ($2 million contribution), the Multi-Donor Trust Fund Phase II on Public Financial Management ($1 million contribution) and the Vietnam Anti-Corruption Initiative ($98,000 contribution). Key results for the Mekong Private Development Facility up to March 2013 include: contributing to eliminating or simplifying 29 government procedures facing businesses in the last year; increasing private sector access to finance by supporting partner banks to issue 138,886 new loans; and increasing value-added in agricultural supply chains by assisting 4,127 coffee farmers to obtain international quality and sustainability certification for their coffee. These farmers have earned a cumulative premium of $1.3 million dollars for selling certified coffee. Key results for the Multi-Donor Trust Fund on Public Financial Management up to March 2013 include: developing a Tax Policy System Reform Strategy for the period 2011 to 2020; contributing to modernization of public asset management and implementation of a centralized purchase regime of state assets; and supporting the evaluation of the implementation of public financial management reform legislation in selected areas (state budget, social security, tax management and corporate finance management) as well as the development of regulations related to public financial management in Vietnam. The Ministry of Finance transitioned to the International Public Sector Accounting Standards to enhance the accuracy and integrity of accounts and reporting; adopted rules and regulations for more efficient management of national infrastructure assets; increased public debt data disclosure contributing to improve transparency; and finalized internal audit legislation to improve risk management. For the first time, with technical assistance and funding from the Multi-Donor Trust Fund, Vietnam completed the Public Expenditure and Financial Accounting Review, an important building block for public financial management reforms.
