Democrats file another SEEC complaint over Tom Foley ad buy

July 16--hartford -- Democrats have filed a second complaint with the State Election Enforcement Commission over financial filings by Republican gubernatorial candidate Tom Foley.

The Democratic State Central Committee wants to know how much Foley, the Republican nominee, spent on producing ads he is now running on multiple television stations, and when he incurred that expense.

The ads, designed by Doug McAuliffe Strategic + Creative, began airing July 7 with television airtime reserved on July 1.

The complaint said Foley would have had to paid or obligate the production expense before that, but no records going back to fall 2013 show this payment.

The Democrats want the SEEC to investigate whether the campaign received a loan or in-kind contribution after applying for the Citizens Election Program grant of $1.35 million.

The first complaint by the Democrats was a similar one as to the missing information. The SEEC has not yet announced whether it will open an investigation into that complaint, although it may say something at its meeting at 9 a.m. Wednesday.

A determination as to whether this second complaint should be pursued likely would not be made at that meeting.

Republican state Senate Minority Leader John McKinney, who is in an Aug. 12 primary battle with Foley, is expected to get his $1.35 million grant Wednesday and has incurred $160,000 in television ads so far.

The Foley campaign has not answered several requests for information on the production costs and when they were incurred.
