Strengthening the Capacities of Forest Owners Associations for Sustainable Forest Management

The project works with forest owners associations to improve their skills to manage a forest in a sustainable way. Theme/Focus Area : Environment and Infrastructure Improvement of the Environment Target Group : Forest Owners Associa-tions in Suceava County National Forest Owners Federation Nostra Silva Context : Before 1990 Romanian forest policy was a very conservative one, strongly supporting the paradigm of multifunctional forest management. After 1990, forestlands and croplands have been restituted to the ones who had owned them before 1948, when the communist regime nationalized all means of production, including the land. Unfortunately the whole process took more than two decades and, having no clear ownership rights for such a long time, the whole forest policy turned into a set of inconsistent measures. As a consequence, Romania faces today substantial problems in terms of sustainable forest management caused by missing know how and awareness with regard to sustainable forest management, inappropriate forest management plans, illegal cuttings, low added value in small scale properties, frequent policy changes that are not taking into consideration the needs of forest owners. Goals : The project aims at contributing to an integrated and sustainable management of forests in Romania by strengthening the capacities of forest owners. The expected outcomes are: 1. Participating Forest Owners Associations in the project area manage their forest in a sustainable manner. 2. The Forest Owners Federation Nostra Silva has developed into a core player to advocate for the interests of its members. 3. 3. PEFC and/or FSC certification for small, non-industrial private forests is established in the pilot region. Activities : The project will develop a baseline of the current situation of the Forest Owner Associations and the Forest Owner Federation Nostra Silva . This will help to select the five pilot Forest Owner Associations in Suceava County and as a basis for providing tailor made capacity development for those associations. The project will develop the understanding, skills and practice of people involved in the Forest Owner Associations, Forest Owners Federation, PEFC secretariat and the University of Stefan Cel Mare by means of training, exchange visits and coaching.
