THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR PROPOSALS (RFP). PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The U.S. Securities and Exchange Commission intends to issue a solicitation for EDGAR Modernization - Business Process Re-Engineering Support.

EDGAR is a system developed to automate the filing, processing and dissemination of some 125 million pages of registration statements, reports, and other filings received by the SEC each year. These submissions currently are received from over 28,000 registered entities and hundreds of thousands of individual filers. EDGAR was designed as a stand-alone system to include all hardware, applications, and systems software.

This activity is to provide the groundwork for SEC decision-making to shape the modernization effort, therefore, the follow-on activity is to assist the SEC in socializing the ideas in order to make decisions on recommendations. It is important to frame the recommendations and other documents so that they are usable by the SEC for socialization and decision-making. The Contractor will be responsible for four major tasks in the contract: * Program Management; * Business Process Re-Engineering; * Electronic Disclosure Requirements and Process Review; and * Technical Review.

RFP document SECHQ1-14-R-0028 will be available for downloading from FedBizOps on July 3, 2014 or can be obtained by e-mailing a written request to JolsonI@sec.gov. This solicitation has an anticipated award date of September 30, 2014. THIS IS AN UNRESTRICTED PROCUREMENT. All responsible sources may submit a proposal which shall be considered by the agency.
