This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is being set aside for Economically Disadvantaged Woman Owned Small Business. A single-source Blanket Purchase Agreement (BPA) will be awarded from this combined synopsis/solicitation. The provisions and clauses in the RFQ are those in effect through FAC 05-47. The NAICs Code is 238210 and the small business size standard for this procurement is $14 Million, respectively. All qualified responsible business sources may submit a quotation which shall be considered by the agency. The offeror shall state in their offer their size status for this procurement. This notice is being issued as a Request for Quotations (RFQ) for the tasks listed in the Statement of Work (SOW). Please see the Solicitation Instructions that follow the specification portion of this solicitation. GENERAL SPECIFICATIONS (Electrical Trade Services): This Scope of Work covers Special Service Requests for Electrical type trade services in support of the NASA Glenn Research Center Facilities Testing Division (FTD). See Attachment A CONTRACT TYPE: Blanket Purchase Agreement (BPA) Firm Fixed Price BPA VALUE: Estimated value shall not exceed $950,000.00. PERIOD OF PERFORMANCE: 24 months from date of award PLACE OF PERFORMANCE: NASA Glenn Research Center, Cleveland, Ohio DELIVERY SCHEDULE AND FOB POINT: Services to be provided shall be in accordance with dates indicated in the task orders awarded off of the BPA. Delivery shall be FOB Destination, NASA Glenn Research Center. SOLICITATION INSTRUCTIONS: All responsible sources may submit an offer which will be considered by the agency. Offers for the items described are due no later than July 31, 2014, at 4:30 p.m. EST to: NASA Glenn Research Center 21000 Brookpark Rd., M/S 60-1 Cleveland, OH 44135 Attn: William Varis Note to those proposing their terms and conditions: provide a copy of such for evaluation by the Government. The Government is NOT subject to state sales tax or laws of a specific state. Therefore, either line out such language or clearly state what terms are not subject to the Government for the instant procurement. Note to those offering imported items or items subject to duties, freight and insurance on individual task orders: The proposed price SHALL include all duties and shipping and costs. The Government is self-insured and does not pay extraordinary insurance other than that already included in normal shipping practices. Proposed price SHALL include any and all labor categories and rates the offeror believes are necessary to complete associated tasks. Your offer may take exceptions to the terms and conditions of this solicitation. If so, state the item taken exception to and the proposed alternative. Note that by your doing so, the Contracting Officer may reject your offer as non-responsive if it is not in the best interest of the Government to accept the alternative offered.
