SOURCES SOUGHT NOTICE. Mission and Installation Contracting Command - Fort Eustis, VA is conducting this Sources Sought Notice in support of a market research survey to determine small business participation with an emphasis on 8(a) small business interest and capability of potential sources. MICC-Eustis is attempting to determine sources capable of fulfilling an Army Training Information System (ATIS) requirement. Support includes applications design, development, and maintenance; functional help desk support; and system-engineering services as defined in the following functional areas: Sustainment for ATIS (such as Problem Reports (PRs), Change Requests (CRs) and configuration management (application code and documentation) support for all applications); Universal Tasks for Maintenance Efforts (comprised of Semantic Sustainment, Enterprise Service Oriented Architecture, Enterprise RESTful Web Services and Mobile-Friendly UI); Universal Tasks for Configuration Related Functions (entails Application Sustainment, Project Planning, Agile Methodology, Configuration Management, and Security Technical Implementation Guideline (STIG)); and other additional tasks for Architecture Framework Documentation, Course Resource Model (CRM), RECBASS and TS-MATS and IDMS are optional task options). The designated NAICS Code is 541512 with a size standard of $25.5 million, Computer Systems Design Services. Your response shall include the following information: size of company (i.e. SB, VOSB, WOSB, 8(a), SDB, SDVOSB or HUBZone), average number of employees for the last three years, average revenue for the last three years, relevant past performance on same/similar work for not more than three years and your company's capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the government to determine that your company possesses the necessary functional area concerns responding to the sources sought and articulate their capabilities clearly and adequately. The information should be sent to MICC - Fort Eustis, VA 23604-5538 or emailed to robbie.r.person.civ@mail.mil. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement W911S0-14-T-ATAAS. A contract award will be made for a one year base period and (4) four, one-year option periods. Please provide your response on a maximum of 10 pages on or before 13 June 2014.
