NASA/ARC intends to extend contract NNA10DE11C with L-3 Communications Vertex Aerospace, LLC on a sole-source basis pursuant to 10 U.S.C 2304 (c) (1), Only One Responsible Source. The performance period will be extended for six (6) months from April 1, 2015 through September 30, 2015 and will increase the current contract value. This extension is necessary to continue critical on-going task order requirements to support aircraft services for aircraft operations, maintenance and research at NASA Ames Research Center, as well as operation of the Moffett Field. These mission critical services support research, technical investigations, scientific studies, airworthiness activities, flight operations, and safe and efficient operation of the Federal Airfield. The required services involve the following technical areas: mechanical systems, electrical/electronic systems, instrumentation, to support the U.S. Army Aeroflightdynamics Directorate (AFDD) (known at NASA-ARC as the AFDD Flight Projects Branch or Code YSF), the SIERRA Project Unmanned Aerial System (Code SG), and the Aviation Management Office (Code JO.) This extension is in the Governments best interest in order to provide continued support, pending completion of the competitive follow-on contract for Aircraft Related Services. Awarding a six month contract to another Contractor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition of the extension as well as unacceptable delays in fulfilling ARCs critical requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Marie Zeena Morales at Marie.Z.Morales@nasa.gov not later than 4:30 p.m. local time on Monday, June 23, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
