This is a synopsis/pre-solicitation notice for commercial supplies as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. NSWCCD Philadelphia seeks to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures (SAP) to Altair, 1820 E. Big Beaver Road, Troy, MI 48083.

The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia has established a requirement for the Altair HyperWorks Software Suite Bundle as follows:

Qty of 37 - HWU-STD-PDUP - LMX based HyperWorks Units - Perpetual license

Qty of 37 - HWU-STD-MNT - LMX based Hyperworks Units - Maintenance - 1 year ARO

Qty of 26 - HWU-STD-AN - LMX based HyperWorks Units - annual lease - 1 year ARO

Qty of 21 - HWU-STD-AN -LMX based HyperWorks Units - annual lease - 1 year ARO

Qty of 12 - HWU-STD-PDUP - LMX based Hyperworks Units - Perpetual license

Qty of 12 - HWU-STD-MNT - LMX based Hyperworks Units - maintenance - 1 year ARO

Qty of 17 - HWU-STD-AN - LMX based HyperWorks Units - annual lease - 1 year ARO

The required delivery of the supplies is 30 days from the date of the contract award. The NAICS Code for this procurement is 511210.

The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government.

A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
