This notice is a combined synopsis/solicitation/Notice of Intent. The Government intends to negotiate on a sole source basis with GraphPad for annual renewal of proprietary PRISM Software Site License. Renewal includes maintenance and technical support with a 12 month period of performance. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML6-14013. This solicitation is a request for quotes (RFQ).The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74 date 05/30/2014. The North American Industry Classification System (NAICS) code for this procurement is 511210 with a small business size standard of $35.5M.

The National Institute of Allergy and Infectious Diseases (NIAID), Rocky Mountain Laboratories, is seeking to purchase Annual GraphPad Proprietary Software. FOB Point shall be Destination: Bethesda, MD 20852.

Award will be based on the capability of the item offered to meet the above stated salient characteristics, price, past performance, delivery, warranty, and the best value to the government.

This is an open-market combined synopsis/solicitation/Notice of Intent for GraphPad proprietary PRISM Software Renewal as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process all quotes must include a statement regarding the terms and conditions herein as follows: "The Terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" (Quoter shall list exception(s) and rationale for the exception(s).)

Submission shall be received not later than 4:30 PM (MDST), 06/08/2014.
