This action requests approval of maintenance support software licenses justification reestablishing access to Citrix support for NetScaler hardware that is critical to continue world-wide accessibility to the Property Book Unit Supply Enhanced (PBUSE) system by tactical and installation users. NetScaler is vital to ensure effective system log-in scalability and responsive system access to over 40,000 PBUSE users worldwide. This requirement is for a follow-on effort at the end of a 1 year warranty. The required delivery date (RDD) is 7 days DARO. PBUSE is the Army's indispensable system of record for property accountability. Continuous, worldwide accessibility to this system by unit property accountability personnel, property book officers, and asset managers are essential to ensure successful tactical operations and national level force readiness. In the event of NetScaler performance issues or failures, PBUSE accessibility will be degraded or terminate without the ability to access Citrix NetScaler support services. PBUSE system operational significance consists of Army-wide accountable property asset visibility and deployed combat power visibility Unit equipment issue and realignment to build units and reassign equipment to support required deployment forces and units Critical data feeds to financial systems to support fiscal activities and property capitalization Unit supply and property transactions for timely resupply and equipment replacement. The proposed action will provide for commercial off-the-shelf (COTS) hardware licenses and hardware maintenance to include technical support services in support of the PBUSE system. Citrix NetScaler is the COTS hardware used as the key entry point for the Production and Disaster Recovery site servers at Fort Lee, VA and Vicksburg, MS. Another set of Citrix NetScaler COTS hardware is used for software development located in Temple, TX. The use of any other hardware appliance would require the purchase of new equipment as well as the re-engineering of all PBUSE server hardware to ensure integration and interfaces could be employed without any disruption to existing service. This would include significant and comprehensive in-depth testing of all integrated components and external interfacing systems connected to the PBUSE system. The purchase, integration and testing of any replacement hardware outside of the Citrix NetScalers would be cost-prohibitive.
