NASA/AFRC plans to issue an Invitation for Bids (IFB) for the Repair Aircraft Hangar Fire Protection Systems project. This project will improve the fire protection system to aircraft storage/servicing hangars and fire protection related infrastructure at the NASA Armstrong Flight Research Center (AFRC) located at Edwards, CA. The work to be performed under this project consists of providing the labor, equipment, and materials to centralize the fire pump system to provide adequate flow and pressure for all of Armstrong's hangar facilities. Four new electric pumps will replace seven aging diesel pumps, currently in use in two separate locations. A new 600,000 gallon fire water storage tank will be co-located with the new centralized pumping station. Open head foam systems will be converted to closed head wet systems, and low level foam will be provided via under-wing monitor systems. In addition, new control and sensing devices will be installed. The order of magnitude for the procurement is between $5,000,000 and $10,000,000 and the effort shall be completed within 670 calendar days after notice to proceed. This procurement is a total HUBZone small business set-aside. The NAICS Code and small business size standard for this procurement are 237110 and $33.5 million, respectively. The anticipated release date of the IFB is on or about July 15, 2014 with an anticipated offer closing date of on or about August 14, 2014. The firm date for receipt of bids or proposals will be stated in the IFB. Specification and Drawings will be available for download with the solicitation over the Internet. All responsible sources may submit a bid which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
