Drawbase software is currently integrated into DHSS's Defense Medical Logistics Enterprise Systems (DML-ES) system to provide users at over 200 DoD locations with robust capability related to computer aided design (CAD) drawings (electronic facility plans/blueprints). Each room in the DML-ES Room Inventory database is directly linked to the corresponding room in the electronic CAD drawing, allowing users to perform graphical queries in which the drawings are automatically color-coded in accordance with the query results. The electronic drawings are also used to perform mission critical functions such as documenting emergency exit routes, developing projects plans, managing moves, and planning disaster response. To ensure compliance with DoD software rules (DoDI 8500.2 IA Controls, Vulnerability and Incident Management (VIVM-1) which considers unsupported software to be a vulnerability and is considered a finding in the accreditation process) that prohibit outdated versions of commercial software from running on government computers/networks, DHSS must periodically upgrade existing Drawbase software licenses. Furthermore, as other variables inside the DMLSS system change (software, hardware, network configuration, DoD information assurance rules, etc.) the custom software code that makes up the interface between DMLSS and Drawbase must also be fixed or enhanced. As a result, an ongoing commitment to licenses upgrades, telephone help desk support, technical development/consulting support, and training is required to ensure the best possible product is available to the end users. Com Tek (doing business as Drawbase Software Incorporated) is the manufacturer of the proprietary Drawbase software. Drawbase does not have any authorized resellers. RFQ W81XWH-14-T-0315 will be issued for brand name items only. The North American Industry Classification System (NAICS) for this requirement is 511210 and the size standard is $35.5 million. All sources that believe they are eligible to provide these items must respond in writing or respond to the RFQ. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the purchase will be awarded without further remark.
