This Pre-Solocitation Notice/Synopsis is for the procurement of services from a Pakistani firm or organization to establish the National Education Development Partners Group (NEDPG) Secretariat and to develop a Management Information System to track and map education projects using GIS data. USAID intends to post a complete soliciation through an amendment to this notice within 30 days. The National Education Development Partners Group (NEDPG) consists of both bilateral and multilateral donors which fund projects in Pakistan's education sector. NEDPG has over 20 active donors with different projects for the support to the education sector in Pakistan. NEDPG members meet frequently to share information, plan events as well as discuss education policy and strategy.

There is a need for NEDPG members to coordinate efforts and track information effectively, in order to inform decision making to ensure the optimal allocation of resources information.

Therefore, purpose of this project is two fold; 1) to establish a secretariat staffed with the required team members to support National Education Development Partners Group (NEDPG); and 2) to develop a Management Information System using geospatial data to map out educational activities funded by NEPDG members across Pakistan.

USAID anticipates awarding a two-year contract with an estimated value of $1.5 - 2 million. Competition will be limited to local Pakistani entities in accordance with Section 7077 of Public Law 112-74, the Consolidated Appropriations Act, 2012 (P.L. 112-74).
