NASA/GSFC has a requirement for Ticra Grasp softwere suits and add-ons. NASA/GSFC intends to purchase the items from Milligan & Associates, Inc.. The software is developed and owned by Ticra and no other company can provide the technical support for it. GRASP from Ticra is considered the best Physical Optics(PO)and Geometrical Theory of Diffraction (GTD) method analysis software in the industry, used by Academia, Private Sector and government agencies like NASA, for most large aperture antenna simulations. Milligan and Associates Inc is the exclusive American distributor of the products being procured which will give GSFC an added capability to GSFC/567 existing Ticra products. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kristal Kerr at kristal.kerr@nasa.gov not later than 4:30 p.m. local time on July 10, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit a capability statement which shall be considered by the agency.
