The U. S. Small Business Administration (SBA), Office of Capital Access, intends to procure, on a sole source basis, auditing and related services of lenders participating in the SBA guaranteed loan programs. The SBA intends to procure these services as negotiated task orders on an existing indefinite-delivery indefinite-quantity (IDIQ) contract with Fuentes Fernandez & Co, PSC (Duns no. 791430762), 1001 Connecticut Ave. NW, Suite 300, Washington, DC 20036-5539. Fuentes Fernandez & Co is considered the one responsible source because it has an existing IDIQ contract that was competed with the SBA for this work - and this contractor has over five years of extensive experience performing these auditing and related services as task orders pursuant to this IDIQ contract. The maximum ordering level for this IDIQ contract has been exceeded. However, the necessary negotiated and competed unit pricing and rates are in effect on this active IDIQ contract. The task orders will each be for a limited period of time, and under one year. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS classification is 541211, Accounting (CPAs) Services, Certified Public, with a size standard of $8.5 Million.
