Synopsis:

This is neither a request for a quote nor a proposal. The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for atmospheric observations from commercial aircraft leading to the improved understanding of the structure of the atmospheric water vapor, temperature, wind, and pressure.

The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), has a requirement to purchase atmospheric observations from commercial aircraft leading to the improved understanding of the structure of the atmospheric water vapor, temperature, wind, and pressure as these data are critical to the prediction of thunderstorms, flash floods, hail, tornados, clouds, icing, and climate. The prediction of these phenomena is essential to protecting lives and property. Temperature, wind and moisture soundings from commercial aircraft are an important source of real-time information for global and regional weather prediction as well as operational forecasts and warnings from the National Weather Service (NWS). They also complement satellite sounding data with high quality and vertically high resolution in situ information.
