NASA/KSC has a requirement for an Interferometer system, related mounting equipment, and computer system with operation software. NASA/KSC intends to purchase the items from Zygo Corporation. A revised window requirement was established by NASA Langley Research Center (LaRC) and Johnson Space Center (JSC) to verify that Orion flight uninstalled window assemblies have minimal distortion. The measurement requires a Six-inch VeriFire ATZ Interferometer. The type of interferometer can affect the measurements and the method that has been certified using the six-inch VeriFire Zygo Interferometer System. Currently, LSRC is utilizing this same Interferometer System for verification of Orion flight window assemblies. Using an alternate system at this time would result in the additional requirement to replace and re-measure existing windows and systems to check for accuracies. Any change would critically impact the governments schedule as well as increase the overall cost of the project. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday June 20, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
