Department of Veterans Affairs South Texas Health Care System

The Department of Veterans Affairs Audie L. Murphy Memorial Hospital, San Antonio, TX, VISN 17, intends to negotiate a sole-source contract with Nuance Communications, Inc., for the use of Delivery Coder Boot Camp training that will consist of web training, independent eLearning using EduCode (optional but recommended), and on site instructional and hands-on practice. Services required include project management services, which include project plan, contact list, issues list, technical and logistics planning, Nuance Resource Management, Status Meetings and Issue Trackin/Resolution, and Implementation Management; Workflow analysis, which includes encounter form clean up, encounter form conversion, analysis and recommendations, and collection and conversion of provider references; ICD- 10 Coder Boot Camp Training Sessions, ICD-10 Provider Awareness Sessions; ICD-10 Analytics and Chart Audits, and ICD-10 Simulator Subscription. On-site and off-site reviews of Encoder Product Suite process (Code Me/Bill Me; New insurance Late Check Out (NILCO); other coding/HIMS Department reports, Billing reports, A/R reports processes): clinic set up, analysis of clinical department processes related to patient intake. Processing through the department to patient check out, encounter forms, processes related to ancillary systems not integrated with the VA's VistA system, Stop codes, RVU labor mapping, and count vs. non-count clinic structure, billable vs. non billable encounters. CPT usage, missed workload and revenue opportunities, coding and billing accuracy, and more. This includes an in-depth training to clinical and administrative staff on the changes of ICD-10. NAICS code 334611 with a size standard of 500 employees. The period of performance for this procurement will be for 12 months from time of award. Justification for this sole source procurement is in accordance with FAR 6.302-1(a) (2) (ii) (A) and (B), only one responsible source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. However, if a firm believes it can meet these requirements it must furnish information about its products and services, as well as references from other customers who are using these products and services, to the Contracting Officer within five (5) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. If no valid responses are received, the South Texas Veterans Health Care System will proceed with the intended sole source contract. Responses must be received no later than 12:00 P.M.
